Brigadier General William "Bill" Silverman[1] is the acting commander of NCR forces stationed in the Cajon Pass in 2260.

Background[]

Born in Union City, Silverman lived under the rule of the Survivalists,[2] growing to hate them even more after they killed his wife.[3] Since then, he has advanced in the ranks of the New California Republic Army, going from a mere captain to colonel in 13 years, and to a full-on brigadier general in an additional 7 years.[4][1]

He also is familiar with Kevin Rossman, specifically his actions regarding Nova Star, for which Rossman and all associated with him are considered criminals, having committed treason against the NCR.[5]

I grew up out here, working that very same field of shitty corn, bled till the NCR blew through like a hurricane, and held the Raiders to the fire. I remember that vision. I remember when the NCR stood for more than politics. I want to light that same fire and start the NCR's expansion again. If freedom comes at a cost out of my own damn pocket? That's fine. You're going to be my stake in this. Now do we have a deal? "

    William Silverman: "Hey! I know what the Raiders are capable of! I grew up under their rule! Lost my wife to those bastards. Last I checked, you’re not an NCR citizen. Neither are your friends, right? I can’t put NCR money on the table to rescue non-assets, understand?"

    William Silverman: "Yeah, I bet throwing you down that hole wasn't exactly endearing. But he did more than that to me. When Rossman blew up the Survivalists' mine I was just a captain in the army. We tried marching on them after that but only got as far as Union City. Elsdragon killed hundreds of men in those corn fields. It was a massacre. Congress was too embarrassed to admit they died by explosive corn. They buried the event. We've been enjoying this stalemate ever since. Just watching the Mob grow stronger. Waiting."
  5. The Star Player: "Our Wasteland Scouts took them in years ago, and they eventually turned against us."
    William Silverman: "Humph. Wasteland Scouts. No doubt old doc Kevin Rossman? I always expected his Vault to be up there somewhere. You do know that Rossman is wanted for treason in the NCR? And by helping him, you’re also implicated?"
    The Star Player: "Wait, what!?"
    William Silverman: "I'll take that as an admission of ignorance. Look, son, I don't know how close you were to Rossman, but he was a good man. If it were up to me, I’d have the President pardon him now. But as record shows, he betrayed key NCR business interests, and is wanted for murder. He thwarted a prospector's effort to locate and extract technology from Vaults in this area. Specifically, Vault 18. Got a lot of NCR citizens killed or captured by Raiders in the process. Not that those bastards didn’t deserve it."
